Public Procurement Monitoring Report for 2020 prepared by the Public Procurement Authority has been published.

In the report, a large number of statistics on the procurement of goods, services, construction works tenders and direct procurement made by public institutions were published.

The noteworthy ones are as follows:

In 2020, a total of 8,923 different administrations made purchases worth 172 billion TRY through a total of 100,350 separate tenders.

143,443,401 TRY of these purchases were made within the scope of Public Procurement Law No. 4734. Purchases made by direct procurement method reached 9,439,234 TRY, and purchases made within the scope of exceptions reached 19,644,018 TRY.

In terms of type of tender, 45.60% was for procurement of goods, 31.17% for procurement of services and 23.07% for construction works.

In terms of tender procedure and type of procurement, 71% was realized through open tender procedure, 0.17% through tender procedure among certain tenderers and 28.76% through bargaining procedure.

In terms of participation of foreign bidders, a total of 102,925,485 TRY was open to foreign bidders.

In approximately half of the 102,925,485 TRY worth of procurement open to foreign bidders, a price advantage of 1-15% was applied in favor of domestic bidders and domestic goods. In other words, approximately 50 billion TRY worth of procurement was carried out under full competition conditions without discrimination between domestic and foreign bidders.

Regarding bans, it was noted that the number of active bans as of 31.12.2020 was 6,418.
